[Star City, home of the celebrity elite and famous for it’s nightlife—including the current gang activity taking place at the docks. Amidst the maze of metal shipping containers that housed any number of imports and exports from overseas, a group of armed men were shoving an unknown individual inside one of the empty transports where they began to tie him to a chair.
From what he had heard monitoring the police radio frequency, Oliver knew that law enforcement had been notified of a suspected kidnapping in progress, but considering the docks were located in the less glamorous part of the city, it was anyone’s guess as to when they would actually get around to responding to the situation.
Which meant this was likely a job for ... a legitimate superhero.
Unfortunately, this wasn’t Metropolis or Central City. There weren’t very many of those actual hero types to be found in Star City, so a blatant Robin Hood rip-off vigilante was going to have to do for the time being. The gang member currently holding a gun to the captor’s head finds his arm yanked backward suddenly--the force of a random-ass wire strung together by two arrows causing him to drop the weapon entirely, which then goes clattering across the metal floor.
As the two remaining thugs look to their associate to figure out what the hell just happened, the Green Arrow hops down from the roof of the shipping container he’d been perched upon. He takes aim and fires another arrow, this time into the shoulder of one of the two still-armed criminals. When the last man turns to fire on him, the hooded figure bull rushes him into the wall of the metal structure.
The other two men seem to seize up and fall helplessly to the ground while the hooded figure begins to engage the last man in melee combat by utilizing his bow as a one might a bo staff. Another gun clattering across the floor, another gang member dropped like a bad habit, and suddenly the costumed figure turns his attention to the man that is still bound helplessly to the chair.
"How are you involved with these men?” His voice is unnaturally deep, obviously concealed by the use of some voice changing device meant to mask his identity. One thing is clear, the Arrow might have just saved this man from a group of criminals, but he was giving no indication that he planned to actually set him free just yet.]

But he replies to dispatch accordingly, informing that he's only three minutes away and making his way to the docks as possible. When he arrives, he parks his patrol car as close to the actual docks as possible, and makes his way through the maze of shipping containers, trying to find the specific location where the supposed abduction is taking place.
It doesn't take him too long to hear the sounds of a struggle and arrows flying. Great, the vigilante's here. With a groan of frustration, he pulls his gun, and with a quick warning to dispatch, he makes his way to where the commotion comes from, eventually seeing the Green Arrow asking something of the man being held captive.
With a deep breath of resolve, he comes out of his hiding spot, and points his gun at the vigilant.] Star City PD, freeze!
